Bill was born and raised in Chico and worked on several orchard operations during his high school and college years. He attended CSU Chico and graduated with a Bachelor of Science degree in Agricultural Business. Following graduation, Bill began working in the farm credit system and moved to Patterson with his wife, Marilyn, where he currently resides. While working for farm credit, Bill served in various management roles involving lending and crop insurance. After over 39 years with farm credit, Bill retired in 2016 and opened up a crop insurance agency in Patterson, which he currently owns and manages.

Bill has been involved with CFT since 2018, serving on the Budget, Risk, and Finance committee. He finds this association with CFT rewarding, as much of his life has been surrounded by agriculture and farmer acquaintances, who long to leave a legacy for their families.
